They say this but yet i see more and more panhandlers than ever asking for work or help.

While there are those panhandling that do need help and are very willing to work, they're crowded by the professional panhandlers that skew the picture here in Salt Lake. I would like to see a city or regional program, high profile, that addresses the panhandling issue in the area. Have work available and visible. It's likely going to have to be government-supported, but it can both help those that want work to get back into the workforce (and remove the stigma of long-term unemployment that has caused an issue with getting back to work) and it will expose those that are simply begging as a profession or need other forms of help because of mental illness.
