"He was never a criminal, it was just a kid having a really, really hard time that just needed some extra help," mom said.

Sorry, I know that is not true. Mom can live in denial all she wants, but she can't change facts. This boy has a lot of problems and they stem from issues with his family.

I am not sure what the mother is suggesting the camp should have done to prevent this incident. Should they chain his neck to a pole? Also, who wanders five miles from camp looking for the bathroom?

Well, you know, when it's dark, it can be kind of hard to see, and the woods are so warm, and full of food, and inviting... Anyone could have made that mistake!

I know this are well. There are many roads and alot of people camping and riding around. No way he was lost. He could have easyly heard cars and 4X4's from where he was walking.

If I recall correctly, there was a Utah Boy Scout at a Utah camp that got lost just going to the bathroom facility at a scout camp and they spent a lot of effort hunting for him. Taking a wrong turn even on a well marked freeway happens for 16-year olds and up to seniors who have other problems.
