The audit is long overdue like all state agency's are, but the audit needs more than a financial audit, they need a resource audit of scorched earth development projects that depletes the environment of its water resource. Stongs law is correct to a point and does illustrate why the environment has become desolate and water levels are depleting to unsustainable levels.

Its not because of non conservation use, its the using of fresh water that is toxic and removed from the environment by billions of barrels a year and stored in underground bunkers and cans as toxic water for thousands of years. Its the water that can't be recycled and being destroyed by development industrial waste. Burning water, sand, and earth is not a lie and a way of life where ever fracking for oil is allowed.

Water that is not put back into the earth is causing a scorched earth habitat for human and wildlife. Water conservation agency of governemnt is lying about their role in loss of resources, punishing home owners as being wasteful and irresponsible.
