It appears the city can still take their things off the street, they just can't burn it or send it to the dump as soon as they pick it up.

It's bad enough to be homeless without having to constantly worry that you'll be robbed by the city and its representatives when your back is turned. If the city has a right to take and destroy property owned by the homeless, there's nothing to stop them from doing the same with your property and mine if we set it down in a public place. Unfortunately, most cities don't want to help the homeless. They just want them to disappear.
