"n 2002, Kooyman was convicted of forcible sexual abuse, a second-degree felony, and placed on the Utah Sex Offender Registry. In 2010 he was charged with failing to register as a sex offender, a third-degree felony, that was ultimately dismissed. But on Dec. 31, 2012, he was again charged with failing to register as a sex offender."

Yes, I know that our prisons are crowded and expensive. But, **really**!

With a record like that, this guy should be **and should have been** in prison for a long, long time.

I think this is a great example of the uselessness of the sex registry. Criminals are "asked" to update their info and when they don't, there are no consequences.

well put, SamHill, thanks for giving one! There are numerous factors in The Life and Times of this big player-predator. I have been screaming to get this guy off the streets as soon as I stopped puking up the drug he gave me. Alot of people dropped the ball here, but it began and continues within his own family ties. Men in Armani suits who drive Feraris aren't REALLY criminals, dontchya know. Howa bout never again, howa bout that! Howa bout some ownership of all the folks who participated in electing to turn the other cheek. Pass the buck!
