Very sad, I grew up in a time when people were frankly not as careful with their kids. No seat belts, less supervision and no pool gates. But it's sad to hear of such accidents and tough on parents.

Unless this man has water rights to the canals and ditches in this area this pond is an illegal addition for personal use. The pond should not even be there and it should be shut down and drained. Its not only a hazard for his children, its a hazard for the neighborhood. This pond is untreated near toxic canal water he is pumping into his yard for decoration and yard care.

Many people have moved into this area and think that the canals along there property is free to use, you have to buy water rights and as of ~1970 there was no water rights being sold in Taylorsville or along these canals. Its illegal for people to put pumps into these canals but some have been doing it for over 50 years illegally.

We have many people in this area illegally using the canal to decorate or reroute the canal and ditch water for personal use. The canal is fenced off from access by home owners but home owners have run illegal water lines and pumps to the canals.

Because there is a lack of state monitoring of canals and ditches and water rights people are abusing the laws.
