Chevron pipeline passes pressurization test, will resume operations

    After three aging pipeline failures with resultant spills and environmental contamination, shouldn't proactive evaluation and, if needed, replacement of these old sections of pipe be mandated by the relevant gov't agencies? Seems to me, we should be looking to replace old pipelines BEFORE they fail rather than repetitively cleaning up the mess after the fact. On pipeline safety Chevron is at "three strikes- you're out!" in my book.
