This should be voluntary charity, not a government program, no matter how kind, noble and generous sounding.

Lady Thatcher noted: "The trouble with socialism is that eventually you run out of other peoples' money to spend."

"I cannot undertake to lay my finger upon an article of the Constitution which granted a right to Congress of expending, on the objects of benevolence, the money of their constituents." - James Madison

"Congress has not unlimited powers to provide for the general welfare, but only those specifically enumerated." - Thomas Jefferson

Economist Walter Williams: "If a private person used coercion to take money from someone and give it to another person, that would universally be considered theft and a crime. It doesn't matter how needy or deserving the recipient, it would still be theft. But, Williams asked if there is any conceptual difference between that act and when agents of the government do the same. Williams says no, except that in the second act, where Congress takes the money, the theft is legal."

Machiavelli: "Pretexts for taking away the property are never wanting; for he who has once begun to live by robbery will always find pretexts for seizing what belongs to others"
