This so called Shakeout is something that only government can have plans for. Power, heating, water, resources will be the main agenda for any disaster. What people plan is irrelevance and may not even be useful for survival.
Food storage and bug out kits? If you can find or get to them. These Shakeout plans are assuming people can get to their hoards and if they do they most likely will not be usable. People cannot make any kind of plans other than survival, rally points, and organization of needs for themselves, family, and limited neighbors.
Government will have to be the providers and should build government compounds and buildings earthquake and flood resistant. Long term food storage is something only government can do and provide and this should be their role in disasters.
City's that don't plan end up like NYC and NO where it has taken months or years to restore some semblance of recovery and restoration. The bulk of disaster preparation is the responsibility of local and state government, not individuals. Government can pass out infromation to neighborhoods to organize and reduce chaos with team work as they wait to recover.
