Its okay to have a spending priority list but funding any of them should be withheld until there are positive funds deposited into the accounts to fund them. Then label and put time limiting restrictions on any and all spending is adjustable to economic conditions and state funds. State government spending must be reclassified as pending cash flow and funding.
Its doubtful that Utah will receive any where near $264 surplus and new revenue when welfare business and employees of welfare business are exponentially increasing every year by the thousands as new poverty jobs are relocated and attached to the non appropriated budget expenses called welfare department and education.
We call them O&A (Over & Above) extra expense in corporate terms which are always subject to customer approvals. A concept where government does not consider its citizens as customers of their services. In the eyes of Government, a customer is an illegal, brown, black, or undocumented foreign natioanls occupation force.
Citizens are the suckers they can exploit and lie to.
