This is the way to keep business owners in cheap labor and to not have to pay taxes on who they hire. That is what this is. Big Boy pants? Call is what it is guys. CHEAP LABOR! Keep the citizens paying for what businesses don't want to pay for.

Formalities like filing "guest worker" papers don't apply to them.
If the Feds don't supply surplus labor, Utah wants to be able to sell out labor.
