I am sure that Mr. Dougall doesn't have a political motivation to have his audit be in complete opposition to the actuarial study. During his time in the legislature he was part of the group that wanted to completely overhaul the state retirement system.
What qualifies this person to be the state auditor?

The state auditor job requires 50% plus one vote as the only qualification. McDougal is on an agenda to further damage the URS.
Mcdougal doesn't have the qualifications to conduct a financial audit of a household, but Utah still replaced a qualified auditor with a politician.
