I hope he gets a big $ citation for doing this. When the crossing arms are down it means don't go!

If I was the cop investigating this, I'd send a request to the drivers license division to have this driver re-tested. Maybe this person was texting. Whatever the reason they turned left past a down arm, they shouldn't be driving.
