i used to live in Rochester NY; the reason used cars are cheap there, is they put so much salt on the roads in their long winters, that local people know they are rust damaged and so they trade them early (befoer the rust comes through the paint) for new, and most of the used are shipped elswhere and sold to unsuspecting buyers.
