An expensive lesson to learn from but even with the aluminum the thieves will still attempt to steal that cabling. Anything with a value to recycle is being targeted with law and order a by product of police choice theft is the least of their concerns. And if they switch to aluminum theft then that will put even the light poles targets to steal. Thieves don't care what anything is worth, every dollar they get is a dollar of profit.
Maybe its time to register all recycled transactions by name, state, country, and identification in a new law that would have some merit in cutting government and taxpayers cost. Legislation should make all thefts a felony and as serious as assault and killing.
