You will never be able to regulate stupidity
Pagan, how many million guns are there in the US? how many million cars are there in the US? How many skiers are there in the Utah? how many knives are there in the US? How many boy Scouts are there in the US? How much industry is there in the US?
Now, How many bad gun accidents are there in the US? How many bad auto accidents are there in the US? How many bad avalanche deaths are there in Utah? How many bad knife accidents are there in the US? How many bad Boy Scout accidents are there in the US? How many bad industrial accidents are there in the US?
All accidents are bad! I'll wager that accidents with fire arms statistically are no more or less frequent than any other kind of accident.
But let's villainize and outlaw autos, skiing, Knives, Boy Scouts, all industry, in fact let's out law Human Beings.
The only safe gun, is in a gun safe.

There ought to be a law making stupidity illegal! That way we could eliminate it, since passing laws really eliminates crime!

You don't want laws about gun ownership? Fine, the penalties for acting with one negligently or otherwise unlawfully need to be equal to what conservatives call for with illegal drugs. This guy broke the law and should be severely punished!
Just what law did he break 'old switcharoo'? Accidents happen. Since cars weigh at least a ton, why don't we charge drivers with attempted murder everytime they get into an accident? It's always a possibility when you get into a car that someone might get killed. Guns are inanimate objects. They don't work unless acted upon in some way.
Your statement that "the intent to kill is intrinsic to the purpose of a gun" is laughable. When I shoot at a target, I'm not intending to kill anyone. When I shoot at a clay pidgeon, my intent isn't to kill anyone. When I shoot at cans, or pop bottles, or watermelons, my gun is not intrinsicly going to kill anything. I have a lot of fun with my guns. Even though self defense is important, I get a lot of stress relieved when I go out and shoot recreationally. Kind of like going to a batting cage and hitting baseballs.
Sometimes people have just plain dumb luck. Accidents happen. You don't prosecute for accidents unless alcohol is involved.
Bottom line, treat all guns like they are loaded all the time.
