Don't know that this will help much. Define "Benefit the public" and who determines if it is beneficial to the public. I could argue that everything would benefit the public, or that many things would have no benefit to the public, but someone else may have differing opinions.
"Benefit the Public?" Does that mean that if the GOP is for it, it will benefit, but if anyone else is asking, it won't?
