I agree with you. It is hard to take him seriously after his nom de plume scandal.
It's not hard to see why there are so few college graduates. It seems that West Valley has been encouraging so many illegals. They probably also have a low percentage of high school graduates.
Talk to the teachers in the schools. It is difficult for them to get proper achievements when the kids speak so many languages. It is also difficult for the kids that do speak English.
