48 in 2009 to 68 in 2011 is not "up slightly." It's a 30% jump in two years! And while California's numbers look attrocious at first glance, they are the equivalent of 28 hate crimes per million versus 25 hate crimes per million here in Utah. As Utah becomes more racially and religiously diverse and as LGBT people continue to live open and honest lives, I expect these numbers to continue to climb.
At the same time, the answer isn't incarceration. People who feel threatened by differences could benefit from education and dialogue. But until Utah starts funding education and meaningful alternatives to incarceration, it won't be long before Utah has more hate crimes per capita than California.
