This happens way too often. If I were to even consider buying a car from an independent used car lot, (and I wouldn't under any circumstances) or a used car from an established dealer, I would always insist on seeing a copy of the title and verifying it is free of liens. If the dealer couldn't produce the title, or came up with ANY excuse, I'd be shopping elsewhere. There is no "great deal" out there that is worth the headache of a fraud case like this.
Even after being arrested, there will be very little those who lost out will be able to do to recover anything from the dealer. It will drag out for months in the system, they'll likely lose the car they bought, as well as possibly the one they traded, or they'll end up paying for both.
There is so little required in the way of a bond by dealers in Utah that there isn't any "insurance" to cover the fraud. And don't hold your breath waiting for restitution from the deadbeat dealer.
