Maybe the lane change was part of being a distracted driver, but leaving the scene of an accident with injuries and driving without insurance has nothing to do with being a distracted driver and everything to do with being irresponsible.
Hopefully this situation is rectified, but I can tell you that after I was rear-ended once that I had a neck problem abaout every 6 - 10 months, with little notice, that lasted two fulls days and it re-occured for at least 15 years if I slept wrong on my pillow.
So I say to enforce fully the law against this pathetic driver.
