What the heck? This is an Obama plan? I know we attribute amazing things to Obama... but this program started all the way back in 1934 as described in appropriately named "1934 Communications Act". It was intended to provide phone services to rural areas where those people would not be able to afford to install phones in their homes. The Telecommunications Act of 1996 - via the Universal Services Fund extended subsidized services to low cost households.
So not has Obama been able to have a birth announcement placed in the papers in a Hawaii all the way from Kenya, he was able to create subsidized phone services some 30 years before he was even born. Quit the feet.
But hey, its on YouTube - so it must be not only well researched, but true as well.
