What 11-year old would want to live in a youth facility? It would appear that this boy's parent(s) failed him ..... miserably.
Information from one Youth Facility assures the readers that the children will receive humane consequences for negative behaviors. They don't specify what those "humane consequences" are. If I were an 11-year old in one of those facilities I'd be looking for an unlocked exit myself.
