What they really need is a decent web page that will accept my credit card for tuition payments. Last night is kept saying my credit card was invalid while racking up transaction after transaction every time I tried to correct it. I didn't find out till I later checked my credit card account that it was continually billing me. Fix that first, then you can worry about security.
First they need this grant money so they can afford the IT "professionals" needed to fix their problem. Patience...
