What a waste, these needy children have no need for backpacks and why is the money being wasted on such insulting charity? Most children don't want or care about back packs, they are a parental choice thinking that children do want them. A childs physique is not fit or strong enough to carry them and has a profound physical deformity at this young age. Many studies have shown that back packs are not good for children and should be avoided.
Carrying books in their arms is better than physiclly deforming thier posture and spine structures.
I think the thief did these children and parents a favor (reduced medical costs for physical therapy) by keeping them of their backs. I wouldn't pursue the matter or even try to replace them. Just hand out some pencils and notebook would be better and more useful tools for the underprivileged to have.
