Maybe, JUST maybe if Utah would adopt Tobacco Harm Reduction as a method to curb the smoking rates we would see a decline. This is using the same philosophy and methods that are used with users of hard core drugs to get them clean and it has been proven to work there. But of course addiction to prescription drugs is not frowned upon like reduced harm tobacco products despite the documented lowered harm to self and others.
