Normally in a budgeted income to spending ratio they are hand in hand adjustable accounting factors. Just because a government is and exist does not mean it has to expand and cost more. Our economy is in a bust and so are jobs, incomes and ability to pay excessive taxes.
And we wonder why the tea party is gaining favor. Tea Party is all about tax abuse and excessive taxation just like King George imposed to start the war of Independence in 1774 and its looking more likely every day that government keeps trying to expand itself instead of control itself and extravagant oppression. And a new civil war of Independence from government tyranny and anarchy are the seeds of change beginning to fruition among the people.
The people don't need the government, we are self ruling and self regulating with an established rule of law and rule of order written in 1776 called our Constitution, Bill of Rights, and Declaration of Independence. For governemnt to be so vain and think we can't live without them is a foolish and unsustainable concept for government to maintain.
