Interesting article. Good to know that Utah rates so highly.
Great. Another article that uses dubious statistics. This study tries to rank states according to the "cheapest" insurance, but it doesn't just factor in costs. It is a percentage of annual income!
So if you live in a state with high insurance rates but also high incomes, you might have "cheaper" insurance than another state with lower incomes. It also doesn't factor in the types of cars being insured or the types of insurance most people get (full coverage vs liability only).
