Requiring a doctor’s note to put on sunscreen is ridiculous. A parent’s note should be sufficient.
Although the school could prohibit application of sunscreen, they are not free from the responsibility to protect the uncovered children from the sun by letting them play inside.
Forcing children to play outside without sunscreen should be cause for a lawsuit.
Remember when parents raised their children? Instead of government of the people, it's now people of the government.
