People with drinking problems do not drink their booze at restaurants because of the cost. They will drink the cheap stuff at home where there is no control on the amount they can be served. Some things cannot be legislated. Utah lawmakers are starting to realize that making laws or supporting laws that allow adults to be adults just make sense. The issue with underage and over served drinkers is unlikely to become a problem in a restaurant atmosphere because of all the oversight not to mentioned witnesses. BTW, this law has something to do with funding schools, it will generate more tax revenue through the sale of alcohol and subsequent increased food sales.

Greeeeat... so more booze in Utah... oh and btw, as an afterthought, we really ought to check out that 25 million dollars that we failed to fund to schools.

Oh Utah, where are your priorities?
