In cases like this there should be a no tolerance law for any yard dog or pet animal to attack or harm these guide dogs trained as special service animals. Those dogs that attacked this animal should be taken from the owner and euthanized and the owner forced to pay for a new dog for the handicapped. Their service has been compromised and that is intolerable.

Attacks on service dogs should have more sever penalty than applied on police dogs that are trained to kill and wrongfully regarded as human law enforcement. Dogs are tools not humans or pets.
