But come to think of it, high school kids could probably do a better job of managing the state's education than our legislators are doing.

Has someone in American Fork taken Senator Dougall's temperature lately? This bill would come with so many unintended negative consequences that it could end the public education system altogether. On a side note- I'm sure that's Dougall's goal with all of the bills he's been putting before the legislature.
This bill is distribution of wealth in all senses. Republicans would be screaming liberalism if a Democrat suggested taking corporate tax dollars and distributing those tax dollars to citizens everywhere.

To "Winglish" a similar idea was implemented in Europe over 10 years ago. In Europe (I forget which country) they also included the idea that if a schools enrolment dropped too low that they administrators would be fired along with the poorly performing teachers. They found that the education that the kids recieved was better because you had schools competing to get students.

The only negative consequences will be to those that are poor performers.

I can't imagine a good republican advocating anything those socialists in Europe are doing even if I could verify what you are saying is true.
