this problem. It is the gerrymandering of congressional districts that has
caused this problem. When people like Hatch - which I have absolutely no

districts they own are never are never at risk, they can vote in extreme
partisan ways. Districts are set up to reinforce a single party vote rather

apply them in a context that matches their agenda. Every single presidency has
