Vanguard is an option investors ought to consider. They have low fees.

Fees have come down dramatically over the last 3 to 4 years for retirement plans. Consultants trying to prove their value are one reason, another are the new fee disclosure requirements. Overall, retirement providers are fighting hard for assets so they are coming in with lower fees for new business and pro-actively offering lower fees in some cases to existing plan sponsors. Still, there are some plans out there that are still over priced and investors need to ask questions of their employers and what efforts they've made to make sure their fees are competitive. One thing to remember: sometimes you get what you pay for. The best isn't always the least expensive.
