An American general stationed in the Philippines during WWI had a method for dealing with such problems that always proved to get successful results. In this case, he would immediate shoot anyone about to throw rocks as his people... no exceptions. After a few shootings, the word gets out quickly and all rock throwing would immediately cease. Problem solved.

People will commit only the heinous acts they think they can get away with. After guns were fired multiple times in response to rock throwings in 2011, those incidents significantly went down in 2012... proving that point.

As soon as a policy is implemented that prohibits the use of firearms in response to rock throwing at agents, the incidents will start skyrocketing. Bad idea. Common sense responses must entail an understanding of human nature.

Wasn't it supposedly up a 75 ravine though? How could the man throw basketball size rocks up that high of a ravine. I mean maybe a well thrown small stone. That of course could kill you still.
