Just to be clear, the National Defense Authorization Act of 2014 was passed. This does not provide money for the budget as the article claims. The National Defense Appropriations Act is what does that. Authorization and Appropriation are separate laws and separate functions in the US federal government. All agencies of the federal government need Authorization. Defense needs to happen every year, others need to happen one whatever schedule is set up.

Simply put, Authorization is the permission to do things and financially, it sets up the checking account. Appropriation is what fills the checking account. So, we still need the Appropriation and that will set the amount that can be spent.
