As bizarre as this story may sound to Westerners incompetence like this is routine in one-party African kleptocracies, where people are hired or fired based not on their skills or experience but on their personal, family, or tribal connections.

Mr. Jantjie obviously has some friends in very high places in the Zuma government and ANC, which would explain why he got such a high-profile job without any qualifications and why he was never charged with murder. It also explains why the South African government pretends to know nothing about his history or who hired him, and why they appear to be doing their best to sweep it under the rug.
