    Tremendous history of corruption with those who control water. Los Angeles history concerning water rights and distribution of water runs rampant with deceit and corruption. People killed each other as if they were still living in frontier times.
    You can even find these problems in Utah's recent history. Check out what happened when families moved into little subdivisions throughout the state, Those large land owners "who were there first" controlling the water rights and the FLOW of the water did not want others on their land, even if they had sold part of it.
    Doesn't take much to figure out what happened to the families when it came the land owners "water turn".

    So how did S.L. county the water from Ut. county? Hmm I wonder. Chalk it up to Truth In Taxation.
