If the unemployment rate is so high for these groups of unskilled American workers, why continue to flood the unskilled labor market with foreign labor, especially illegal labor? The reason seems to be that foreign workers work harder, and will accept lower wages. As long as this competition exists in the unskilled labor market, the groups mentioned in this report are out of luck.

If foreign legal and illegal labor weren't so readily available, perhaps those men in the groups mentioned here would have a better chance. Legislation now in the Senate will make this problem far worse. Taxpayers not only subsidize the employers of illegal workers, with benefits, but also unskilled Americans, unable to compete with this labor. The situation appears to be getting worse, not better.
