Many States allow teens who are 14 to obtain their Learner's Permit which would provide the means to prove they were indeed 15.
However, that is not the biggest problem.
For many young girls under 17 it becomes an issue of whether or not I want my parents to find out. If they live in a smaller community that has 2 or less stores where you can purchase this pill there will be cashiers, shoppers, and others in the store who know them and may tell their parents what they bought. The other main issue is the cost of Plan B which can run $40 - $50.
