"Probably" isn't catchy enough. News must be sensational. Make that headline definite. Scratch "probably" and say "suspects planned more attacks".

So sad that so many thousands had to hunker down in their homes in fear of the bombers on the loose. Makes one wonder how many of them had a gun in the house to protect the lives of their families.

Did you prefer a Florida scenario, as in the Treyvon Martin case?
Did you want to see those who owned guns out as a group, acting as vigilante police?

Yeah, more silly top-heavy police work there. Apparently the reason must have been so the terrorist could hide away from where the brass thought he was so nobody could find him. It was only when the marshall-law order to stay inside was lifted that the homeowner went outside and found him.

Now we have the enemy-combatant issue heating up enough to further embarrass the police and the administration. Their desire to avoid that at all costs makes it understandable that they would speculate about "probable" further attacks (wait, wouldn't that be "terrorism"?) than to own up to bad decisions.

Why would LDS lib need to apologize? if you combine all 12 terrorist that have attacked the US (counting the two from Boston) that claim to be or may have been Muslim they make up .0004 percent of the Muslim population rendering your focus on Muslims seems a little displaced.
