This sounds a lot like the favorite argument of gun zealots: more regulation will not deter bad guys who don't obey the law anyway; therefore we should not enact ineffective laws. And it suffers from the same logical flaw. I wonder how many of our present laws the author would like to repeal because not everyone obeys them. Speed limits, jaywalking, theft, assault . . . where would it end?

Perfect! I love this idea. In fact, I think it ought to be expanded. Not only should we limit sale of spray paint and markers, we should not allow youth to buy eggs, plastic forks, or toilet paper, because they only use those things to vandalize as well! We should also not allow them to buy pants that are too big for them because that saggy appearance out in public detracts from the beauty of our public places. In fact, maybe it would be better to ban minors in public places.

This law is just what I've been waiting for!
