The law unquestionably has a good motive and purpose. The real issue is whether the government has the right to control people's lives down to that extent. It seems a bit much to try to tell adults how much soda they are allowed to drink at one time. If this law was allowed to stand, then other even more controlling and restrictive laws would've soon passed and been implemented. Thankfully, that's not going to be the case.
This is crazy as seatbelt laws.
