The article calle Tax Policy Center nonpartisan but it is a joint by the Urban Institute and the Brookings Institution. Both are very liberal/progressive think tanks. The Tax Policy Center may be nonpartisan in the sense it is not affiliated with either political party, but certainly has a progressive view of the world.
