Count me in.
Protect it, but don't fence me out!
State Legislature will never go for it. Their ostensible reason is part of it is school lands. Those can be easily swapped for more economically productive land, which ought to be done anyway, but the GOP is the party of obstruction. They'll stop it just because of their irrational hatred of the Feds.
Exactly what the Feds are doing now, Robert.
But the Utah GOP on the other hand . . . .
For an example of that, one need look no further than the current legislative attempt to wiggle around the Utah Supreme Court ruling that overturned an earlier attempt to close stream banks in Utah to the public.
