The article is comparing apples to oranges. Microsoft charged for it's product. It "captured" its customers. They had no easy choice. If they wanted Windows and if they were willing to buy a license to use Windows they had to accept the fact that Bill Gates would be part of their life - with a back-door access to their computers. The Pentagon prohibits the use of Windows. The White House prohibits the use of windows. Germany and other European governments prohibit the use of Windows - because of the back-door entrance into computers that may contain secret or sensitive data.
Google is one of many search engines. It is free to use by anyone. No fees are charged to "license" its use as a browser. It is as free as you or I are free to "recommend" whomever or whatever it wants to recommend.
