There is an organization called ALEC (The American Legislative Exchange Council) that is pushing hard for not only very harsh minimum sentences, but also for privatized prisons.

ALEC is a shady, secretive organization that recruits state and local legislators to its membership by offering low "dues" and lots of very nice freebies. Their real sponsors are a multitude of big corporations that pay bundles of money to belong and sponsor many of the freebies used to purchase legislative loyalty. On top of all that, they have managed through some very sneaky maneuvering to be classified as a "charity" so that their supporters may take tax deductions for their dues.

Most of their legislator members are of the GOP variety. The majority of Utah's GOP lawmakers are members of ALEC.
