The problem isn't so much federal programs to help children to read as it is the lack of government oversight over allowing parents to continue to disable their children for their own personal benefit. In this instance it appears that more not less government intervention may be called for.
Now for the real issue: the parents are repeating what their parents did. Unfortunately, with many in poverty, its cyclical, and not easy to break. Our school system seriously needs revamping to show kids the WHY's of their education so they can see there is a life beyond the mobile parks and projects.
