A. The Kyoto protocol may have been "legally binding" but only two countries who signed it actually met their goals. Russia and Great Britian, Russia succeeded because their economy shrank, Great Britain succeeded because, prior to signing the agreement, they had moved from coal to oil and gas for a number of power plants. In other words no country actually reduced the amount of energy they used, NONE, whether they signed Kyoto or not.
B. "Everybody will do what they want to do. With everyone doing what they want to do, you are not going get the reductions necessary." - The goal is control by the "elite" for everyone to do what the "elite" feels is right. They don't plan to reduce their use of energy, they want everyone else to reduce their standard of living.
