Its a waste of time to try and stop storms, much simpler and more economic methods of zoning law changes would be trillions of dollars cheaper and more useful in the long run. In the next 100 years they could build a half mile buffer zone between the coast and development which would have the better affect. Roads to an from the shipping docks is all they need to have in the buffer zones.

New Orleans is a prime example of the waste and over indulging cost of trying to block the oceans when simple zoning laws and new knowledge of oceans behavior sciences are at their disposal. They don't even need to enforce zoning, just deny anyone developing in the danger zone is at their own risk with no hope of state assistance to restore the devastation and even charge them for the cleanup costs of debris disposal.
